Taiwan Fixed Broadband Revenue to Grow 4.6% CAGR Through 2030 as Chunghwa, Taiwan Mobile and Far EasTone Accelerate Fiber and AI Investment

Taiwan’s fixed communications market is forecast to grow from US$3.3 billion in 2025 to US$3.4 billion by 2030, representing a 0.6 percent CAGR, as rising fixed broadband revenue offsets the continued decline in traditional fixed voice services, according to GlobalData. The market is undergoing a structural transformation, with fiber broadband, enterprise ICT and AI-powered digital services emerging as the primary growth drivers.

GlobalData forecasts fixed broadband revenue to increase at a 4.6 percent CAGR during 2025-2030, supported by continued fiber-to-the-home (FTTH) expansion and rising demand for bandwidth-intensive applications such as video streaming, remote work, online learning, cloud computing, smart-home services and enterprise digital transformation. Meanwhile, fixed voice revenue is expected to continue declining as consumers and businesses increasingly adopt mobile and internet-based communications.

Chunghwa Telecom is expected to retain its leadership in Taiwan’s fixed broadband market through 2030. As of March 31, 2026, the operator served 4.45 million broadband subscribers, up 0.5 percent year over year, while HiNet broadband subscribers increased 1.4 percent to 3.80 million. Chunghwa Telecom held a 54.6 percent share of Taiwan’s broadband access and internet market.

The operator continues to benefit from customer migration to higher-speed fiber services. Fixed broadband revenue increased 3.0 percent year over year to NT$11.81 billion in Q1 2026, while fixed broadband ARPU rose 2.5 percent to NT$818. Chunghwa Telecom ended the quarter with 8.57 million fixed-line subscribers, and 40 percent of its broadband customers were using 300 Mbps or faster services. Its 300 Mbps-plus subscriber base expanded 12.9 percent year over year as demand increased for 500 Mbps, 1 Gbps and multi-gigabit broadband plans.

Taiwan Mobile is also expanding its fiber and converged connectivity business. During Q1 2026, the company reported 5 percent year-over-year growth in home broadband revenue, while subscribers using 300 Mbps or higher broadband services increased 25 percent. Its Double Play broadband service coverage reached 94 percent through partnerships with multiple system operators.

Taiwan Mobile generated NT$49.78 billion in consolidated revenue during Q1 2026, including NT$22.76 billion in telecom revenue and NT$1.71 billion from CATV operations. The company has allocated NT$8.24 billion in 2026 capital expenditure, focusing investments on telecom infrastructure, AI-enabled network optimization and customer experience improvements as nationwide 5G deployment approaches completion.

Far EasTone Telecommunications is also increasing network investment despite a mature telecom market. The company forecasts 2026 revenue of NT$117.48 billion, up 6.5 percent from NT$110.35 billion in 2025, with expected EBITDA of NT$39.83 billion and net income of NT$14.17 billion.

Far EasTone plans to increase 2026 cash capex to NT$9.6 billion, compared with NT$7 billion in 2025, to support subsidiary expansion, network capacity upgrades and 5G Standalone deployment. The operator is also expanding its AI, smart city, smart healthcare and enterprise ICT businesses. Its ICT revenue grew 28 percent in 2025, accounting for around 20 percent of total revenue, while ICT revenue is expected to deliver double-digit growth in 2026.

Enterprise digital services are becoming another major growth engine for Taiwan’s fixed communications market. Chunghwa Telecom reported 25 percent year-over-year growth in group ICT revenue during Q1 2026, with cloud revenue increasing 43 percent, IDC revenue rising 29 percent, and AIoT revenue growing 26 percent. Enterprise ICT order intake reached a record NT$20 billion, highlighting growing demand for cloud, AI, cybersecurity and digital transformation services built on fiber infrastructure.

The outlook indicates that Taiwan’s fixed communications industry is shifting decisively from legacy voice services toward fiber broadband, premium-speed connectivity and enterprise digital platforms. While overall market growth remains modest at 0.6 percent CAGR, operators including Chunghwa Telecom, Taiwan Mobile and Far EasTone are investing heavily in FTTH, AI, cloud and ICT services to generate higher-value revenue streams and maximize returns from next-generation fiber infrastructure.
