Meta Platforms Introduces Location Fee on Ads to Offset Digital Service Taxes

Meta Platforms has announced that it will begin charging advertisers a new location fee ranging from 2 percent to 5 percent to offset digital service taxes and similar government levies imposed in certain countries. The new fee will apply starting July 1 and reflects the company’s response to an evolving global regulatory environment.

The additional charge will apply to image and video advertisements delivered across Meta platforms, including campaigns such as click-to-message ads on WhatsApp and marketing messages combined with advertisements. The company said the fee is designed to recover costs associated with digital taxes introduced by several governments.

Fee Based on Audience Location

According to Meta, the location fee will be calculated based on where the ad audience is located, rather than the physical location of the advertiser’s business. This means advertisers targeting users in certain markets will pay the additional charge regardless of where their company operates.

Meta identified six countries where the fee will initially apply:

2 percent for ads targeting audiences in the United Kingdom

3 percent for audiences in France, Italy, and Spain

5 percent for audiences in Austria and Turkey

The company said the fee structure reflects the level of digital service taxes and other regulatory costs imposed in those markets.

Aligning With Industry Practices

Meta explained that until now it had absorbed the additional regulatory costs itself. However, the company said the change aligns with industry practices as technology firms adjust to new tax policies.

“Until now, Meta has covered these additional costs. These changes are part of Meta’s ongoing effort to respond to the evolving regulatory landscape and align with industry standards,” the company said in a blog post.

Following Moves by Other Tech Giants

Meta’s move mirrors similar steps taken by other major technology companies such as Alphabet and Amazon, which have also introduced additional charges to offset digital service taxes imposed in several countries.

Debate Over Digital Service Taxes

Digital service taxes are typically calculated as a percentage of revenue generated by large technology companies within a country. These taxes have been introduced by several governments seeking to ensure that multinational digital firms contribute more to local tax revenues.

Such policies have faced criticism from the United States administration and some industry groups, which argue that the measures disproportionately target American technology companies.

As governments continue to expand digital taxation frameworks, global tech companies are increasingly adjusting their pricing strategies to pass on at least part of the additional costs to advertisers and business customers.

Meta Platforms reported strong engagement and advertising improvements driven by AI and ranking updates across its platforms in Q4 2025. On Facebook, feed and video ranking improvements increased views of organic feed and video posts by 7 percent, while video time spent in the United States grew by double digits year over year. The company also boosted content freshness, with over 25 percent more same-day Reels being surfaced compared to Q3 2025.

On Instagram, the share of recommendations coming from original content rose by 10 percentage points in the US, with 75 percent of recommendations now based on original posts. Meanwhile, Threads recorded a 20 percent increase in time spent following Q4 platform optimizations. Meta also expanded AI capabilities, including AI dubbing in nine languages and AI-generated media tools that are increasing engagement. In advertising, AI-powered features such as video generation tools reached a $10 billion revenue run rate, while the company’s incremental attribution model delivered a 24 percent increase in incremental conversions compared to standard attribution models.
