Nexfibre recommendations for Ofcom’s Telecoms Access Review

Nexfibre has released a report, UK Fibre: A Fork In the Road, offering recommendations for Ofcom’s upcoming Telecoms Access Review (TAR) to sustain investment in full-fibre rollout, promote sustainable competition, and curb anti-competitive practices by the dominant operator.

The fragmented full-fibre market, with many small-scale operators facing financial challenges, has experienced a slowdown in rollout this year. The report emphasizes regulatory measures to enable growth, including maintaining regulation on the dominant operator, addressing anti-competitive pricing through a new margin squeeze test, improving transparency and cost-sharing in PIA regulation, assessing the impact of the copper-to-fibre migration, and supporting long-term competition through market consolidation.

Full-fibre infrastructure, critical to the UK’s digital and economic ambitions, requires balanced regulation to ensure stable investment and competition.

Nexfibre, a leading wholesale network provider, invested £1 billion in digital infrastructure this year and is on track to become the UK’s second-largest alternative network operator.

General Counsel Giles Rowbotham highlighted the fragility of recent progress and urged Ofcom to implement measures that foster sustainable competition while restraining anti-competitive practices. Nexfibre advocates for a regulatory environment that drives innovation, supports nationwide fibre rollout, and aligns with the government’s mission of delivering economic growth and opportunities across the UK.
