The Telecom Regulatory Authority of India (TRAI) has directed telecom operators to make regulator-mandated prepaid recharge packs easier for customers to find, following complaints about poor visibility and complicated navigation on operator websites and mobile apps.

Under the direction issued on October 1, 2026, telecom service providers must introduce a separate, clearly visible section titled “TRAI-Mandated Packs.” Crucially, this section must appear as the first tab in the prepaid recharge section of operators’ websites and mobile applications. The order will require prepaid operators including Reliance Jio, Bharti Airtel, Vodafone Idea (Vi) and BSNL to review how mandated tariff options are presented to customers.
TRAI Finds Customers Struggling to Locate Recharge Packs

TRAI also examined the websites and mobile applications of telecom service providers and found that mandated vouchers were sometimes not prominently displayed or easily accessible.

What Changes for Jio, Airtel, Vi and BSNL Customers?
The biggest customer-facing change will be simpler access to regulated prepaid tariff options.
Instead of searching through multiple recharge categories, customers should be able to open the prepaid recharge section and immediately see TRAI-Mandated Packs as the first tab.
TRAI says mandated vouchers are intended to provide consumers with appropriate tariff choices and help them make informed decisions. Voice and SMS-Only Packs Also Covered by TRAI Rules
Another important category is aimed at customers who do not necessarily require mobile data.
TRAI’s consumer protection regulations require operators to provide Special Tariff Vouchers exclusively for voice and SMS, with appropriate tariff reductions, across specified validity periods. The requirements include options corresponding to 30-day-or-shorter validity, monthly renewable validity and longer validity periods linked to comparable voice, SMS and data packs. What Telecom Operators Need to Do
For operators, the direction primarily represents a change in tariff presentation and customer experience rather than the introduction of an entirely new category of recharge plans.

Operators Get 30 Days to Report Compliance
