The Federal Communications Commission (FCC) has approved rules to auction 160 MHz of Upper C-Band spectrum (3.98-4.14 GHz) by July 2027, marking one of the most significant spectrum initiatives for the U.S. wireless industry. The move is designed to accelerate next-generation 5G deployment, expand fixed wireless broadband, and strengthen America’s leadership in mid-band spectrum.

The FCC’s decision will combine the Lower C-Band (3.70-3.98 GHz) with the Upper C-Band (3.98-4.14 GHz) to create a 440 MHz contiguous “Super Band” (3.70-4.14 GHz). According to the FCC, no other industrialized nation currently offers such a large block of licensed mid-band spectrum for advanced wireless services.
The new auction will release 60 percent more spectrum than the 100 MHz minimum required by law, with the additional capacity expected to generate tens of billions of dollars in extra revenue for the U.S. Treasury while supporting deficit reduction and national priorities.
The FCC expects the auction to conclude by the statutory deadline of July 2027, with commercial wireless services beginning in December 2030 across the top 75 U.S. markets. Remaining markets are scheduled to receive access beginning in July 2031, while most Americans are expected to benefit from the new spectrum before the end of 2030.
The commission estimates the expanded spectrum availability could generate at least $422 billion in additional U.S. GDP, create 2.4 million new jobs, and deliver $621 billion in consumer surplus through enhanced wireless connectivity and expanded 5G services.
Auctions in other countries
United Kingdom
The United Kingdom conducted its 2021 spectrum auction covering the 3.6-3.8 GHz mid-band frequencies alongside the 700 MHz band to accelerate nationwide 5G deployment. Major winners included EE, Vodafone, Virgin Media O2, and Three UK. While the auction strengthened operators’ 5G spectrum holdings, total proceeds were significantly lower than those of the United States due to the UK’s smaller market size and existing spectrum allocations.
Germany
Germany held its 2019 5G spectrum auction primarily in the 3.4-3.7 GHz band, with Deutsche Telekom, Vodafone Germany, Telefónica Germany, and 1&1 securing licenses. The auction generated approximately €6.55 billion, making it one of Europe’s largest 5G spectrum sales and providing operators with key mid-band frequencies for nationwide 5G network expansion.
Italy
Italy’s 2018 5G spectrum auction allocated frequencies in the 3.6-3.8 GHz band to TIM, Vodafone Italy, Wind Tre, Iliad, and Fastweb. The auction raised around €6.55 billion, one of the highest prices globally on a per MHz-pop basis, reflecting strong operator demand for premium mid-band spectrum to support advanced 5G services.
Canada
Canada completed its 3.8 GHz (3800 MHz) spectrum auction in 2023, awarding licenses to Bell, Rogers, Telus, Québecor, and regional carriers. The auction expanded operators’ access to valuable mid-band spectrum, building on the earlier 3500 MHz auction and strengthening nationwide 5G coverage, capacity, and network performance.
The auction will offer 3,248 new flexible-use spectrum licenses covering the contiguous United States. Winning bidders will fund spectrum transition costs, incentive payments for incumbent satellite operators, and rebates supporting the purchase and installation of upgraded aviation radio altimeters. The FCC said the total transition budget will remain well below the expected auction proceeds.
The new framework also establishes an orderly migration of incumbent satellite services from the reconfigured Upper C-Band. Total incentive payments to satellite operators will be lower than those provided during the 2020 Lower C-Band auction, reflecting the smaller amount of spectrum being cleared while remaining proportionate to the transition effort.
To protect aviation safety, the FCC developed the rules in close coordination with the Federal Aviation Administration (FAA). The updated framework preserves coexistence between wireless operations across the C-Band and aircraft radio altimeters operating in the adjacent 4.2-4.4 GHz band. The FAA is also advancing parallel rulemaking to improve radio altimeter performance and interference resistance.
The FCC said the Upper C-Band initiative builds on its successful 2020 Lower C-Band auction and responds to growing demand for additional licensed mid-band spectrum from mobile operators as 5G traffic, enterprise applications, and fixed wireless broadband services continue to expand.
