Chunghwa Telecom Q2 2025 revenue hits decade high on ICT growth, stable ARPU, and digital investments

Chunghwa Telecom reported a 4.8 percent year-on-year increase in total revenue for the second quarter of 2025, reaching NT$56.73 billion — its highest Q2 revenue in a decade. This growth was driven by strong performances in core telecom services and enterprise ICT business.

Chunghwa Telecom’s Consumer Business Group saw 1.4 percent revenue increase, supported by rising mobile and fixed broadband ARPU and stronger smartphone sales.

Chunghwa Telecom’s Enterprise Business Group posted 12.4 percent revenue gain, fueled by a 37 percent surge in ICT services demand.

However, the International Business Group experienced a 16.8 percent revenue decline due to weaker international fixed voice and roaming services.

Operating income of Chunghwa Telecom rose 5.2 percent to NT$12.54 billion, while EBITDA grew 3.5 percent to NT$22.58 billion. Net income increased 3.5 percent to NT$10.17 billion, with EPS at NT$1.31.

ARPU

Chunghwa Telecom reported stable and positive trends in average revenue per user (ARPU) across key service segments in Q2-2025.

Chunghwa Telecom’s mobile post-paid ARPU, excluding IoT SIMs, remained steady at NT$556, reflecting sustained value from mobile subscribers despite a 2.2 percent decline in total mobile users.

Chunghwa Telecom’s fixed broadband ARPU rose by 1.9 percent to NT$804, supported by increased adoption of higher-speed plans and bundled service offerings. These ARPU improvements, particularly in fixed broadband, contributed to the company’s revenue growth and underpinned the solid performance of both the Consumer and Enterprise Business Groups during the quarter.

Subscribers

As of June 30, 2025, Chunghwa Telecom had 13.13 million mobile subscribers, reflecting a 2.2 percent year-on-year decline.

The number of broadband subscribers of Chunghwa Telecom increased by 0.7 percent to 4.44 million, with HiNet broadband subscribers rising 1.3 percent to 3.77 million.

Fixed-line subscribers stood at 8.77 million by the end of the quarter.

The company’s strategic direction suggests continued investment in future-ready infrastructure and emerging technologies. Chunghwa emphasized its focus on expanding digital capabilities, including the launch of major submarine cable systems, the scaling of low earth orbit (LEO) satellite connectivity, and the development of 5G private networks. These initiatives indicate a Capex strategy aligned with reinforcing resilient, secure, and intelligent connectivity both in Taiwan and internationally.

Chunghwa Telecom’s ongoing investments in cloud, AIoT, IDC, and cybersecurity services further reflect a targeted approach toward supporting enterprise ICT growth and digital transformation. Overall, while specific Capex figures were not disclosed, Chunghwa’s strategic priorities point to sustained capital investments in advanced telecom infrastructure and digital innovation to maintain market leadership and drive long-term value creation.
