Digitization: TRAI asks MSOs & LCOs to deploy subscriber management systems

Telecom Lead India: TRAI has asked multi-system operators (MSOs) and local cable operators (LCOs) to implement subscriber management systems — in their notified digital addressable cable TV system (DAS) areas urgently.

TRAI — in a notification to MSOs and LCOs — on Monday said: “We observed that several MSOs and their LCOs are not implementing subscriber management systems. This is against guidelines.”

The first phase of digitization is completed in Chennai, Kolkata, Mumbai and Delhi. The second phase will be implemented by March 31, 2013 and the final phase is set for 31 December 2014.

As per QoS Regulation Act of TRAI, MSOs and LCOs are required to set up subscriber management systems in CAS notified areas in order to bring complete transparency system into the system.

Also, according to TRAI, several LCOs have not provided the complete subscriber application forms to their linked MSOs.

TRAI says subscriber management systems would bring addressability and subscribers can exercise their choice of services and budget their bills accordingly. It also assists MSOs to effectively manage their accounting and billing of their services.
