Adult content platforms Pornhub, Stripchat, XNXX and XVideos are under regulatory scrutiny after the European Commission accused them of breaching key provisions of the Digital Services Act (DSA) by failing to adequately protect minors from accessing pornographic content.

EU investigation finds gaps in child protection measures
The charges follow a 10-month investigation launched in May 2025, during which regulators assessed how these major platforms handle risks related to children’s exposure to harmful material. The Commission’s preliminary findings indicate that all four sites failed to conduct comprehensive and objective risk assessments regarding minors accessing their services.
According to the EU regulator, the platforms placed disproportionate emphasis on business concerns such as reputational damage, rather than prioritizing societal risks and the well-being of minors as required under the Digital Services Act.
In particular, Stripchat, XNXX and XVideos were found to have either misrepresented or inadequately considered consultations with civil society organizations focused on children’s rights and age verification technologies.
Ineffective age verification systems under scrutiny
A major concern highlighted by the European Commission is the continued reliance on weak age verification systems. Despite clearly stating that their platforms are restricted to adults, all four companies allow access through simple self-declaration mechanisms, where users only need to confirm they are over 18.
Regulators concluded that such measures, along with additional safeguards like content warnings, page blurring, and “adults only” labels, are insufficient to prevent minors from accessing explicit content.
The Commission emphasized the need for robust, privacy-preserving age verification technologies, which align with upcoming EU standards, including integration with future digital identity frameworks.
Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy, stressed the urgency of the issue, stating that children are accessing adult content at increasingly younger ages and platforms must take stronger responsibility to prevent such exposure.
Potential fines and enforcement actions
If the preliminary findings are confirmed, Pornhub, Stripchat, XNXX and XVideos could face fines of up to 6 percent of their global annual turnover. The Commission may also impose periodic penalty payments to enforce compliance.
The companies now have the opportunity to review the investigation documents and submit formal responses. They may also propose corrective measures to address the identified shortcomings.
EU pushes for stronger digital safeguards
The case forms part of broader enforcement efforts under the Digital Services Act to ensure online platforms provide a high level of safety, privacy, and security, particularly for minors.
The European Commission is also developing an EU-wide age verification solution designed to be privacy-preserving and interoperable with future digital identity wallets. This system is currently being tested in collaboration with member states, platforms, and industry stakeholders.
In parallel, national regulators across the EU are coordinating actions against smaller non-compliant platforms, aiming to ensure consistent enforcement of digital safety rules across the online ecosystem.
