Ofcom UK Introduces New Fiber Infrastructure Access Rules for KCOM in Hull from November 2026
Ofcom has finalized its 2026–2031 telecommunications market regulations for Hull, introducing stronger physical infrastructure access obligations on KCOM. The October 27 decision requires KCOM to provide competing operators access to its ducts and poles under regulated conditions. Ofcom reported that 80–89 percent of Hull premises had at least one alternative network available by January 2026, compared with almost none in 2021. KCOM nevertheless retained approximately 71–80 percent of the wholesale local access market in March. The regulator will maintain wholesale fiber and leased-line access obligations while removing a specific dark-fiber requirement. The rules aim to reduce duplicate construction costs and encourage sustainable infrastructure competition.
Egypt Submarine Cable Routes Record Latency Increases Exceeding 50 Milliseconds During Flooding
Network monitoring measurements published on October 31 identified substantial latency increases across several submarine cable routes passing through Egypt. The changes coincided with flooding affecting areas near Alexandria and Abu Talat, two important international cable landing locations. Round-trip latency on the 3,400-kilometer Hawk system increased from 62.3 milliseconds to 118.2 milliseconds. The 15,000-kilometer Europe India Gateway recorded an increase from 153 milliseconds to 204.2 milliseconds. Other monitored routes also showed elevated latency. The measurements indicate changes in network performance, but do not establish that the submarine cables themselves were physically damaged. No cable operator had confirmed a corresponding fiber break in the reviewed material.
India’s Nationwide 4G and 5G Calling Name Presentation Mandate Takes Effect November 1
India’s Department of Telecommunications has set November 1, 2026, as the date for introducing Calling Name Presentation across 4G and higher-generation mobile networks. The requirement, established in an October 13 directive, applies to licensed access operators across all service areas. Operators must maintain databases linking telephone numbers with registered subscriber names and support queries between originating and receiving networks. The service is intended to display caller identity without requiring subscribers to install separate applications. The initial requirement excludes 2G, 3G and fixed-line networks. Operators must also provide complaint-handling arrangements and protect caller information during database queries. The deadline has taken effect, but nationwide operational completion has not been independently confirmed.
O2 Completes 4G and 5G Network Upgrades at Seven UK Holiday Parks Virgin Media O2 announced on October 29 that it had completed another phase of mobile-network modernization at seven Haven holiday parks across the United Kingdom. The deployments were completed with infrastructure partner Freshwave and cover locations in Blackpool, Somerset, Cornwall, Exmouth, Weymouth and Poole. The upgrades improve 4G and 5G coverage and capacity, supporting mobile connectivity during periods of high visitor demand. They also provide additional coverage benefits to nearby communities. The project forms part of the operator’s wider £700 million Mobile Transformation Plan for 2026. The announcement confirms completion at the seven locations rather than a future construction commitment. Individual radio-site quantities, spectrum allocations, equipment investment and measured speed improvements were not disclosed
