TRAI Delhi Mobile Network Report October 2025: Airtel, Jio Lead in 5G and 4G Performance

The Telecom Regulatory Authority of India (TRAI) has released its latest Independent Drive Test (IDT) findings for the Delhi Licensed Service Area (LSA), covering comprehensive city routes in October 2025. Conducted under the supervision of the TRAI Regional Office, Delhi, these drive tests measured real-world mobile network performance across urban zones, institutional hotspots, public transport hubs, and high-speed corridors.

From 6th to 10th October 2025, TRAI teams tested 402 km of city routes, 14 hotspot locations, 6.1 km of walk tests, and inter-operator calling at one location. The evaluation included 2G, 3G, 4G, and 5G networks, reflecting the service experience of a wide range of handset users.

Key Findings: Voice Services

TRAI’s assessment of voice services measured parameters such as Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time (CST), Call Silence Rate, and Mean Opinion Score (MOS).

Call Setup Success Rate (CSSR): Airtel led with 99.50 percent, followed closely by Reliance Jio at 99.30 percent, Vodafone Idea at 98.59 percent, and MTNL at 86.53 percent in auto-selection mode (5G/4G/3G/2G).

Call Setup Time (CST): Airtel averaged 0.82 seconds, Jio 0.66 seconds, Vodafone Idea 0.69 seconds, and MTNL 3.62 seconds.

Drop Call Rate (DCR): Airtel and Jio recorded zero percent, Vodafone Idea 0.20 percent, and MTNL 7.46 percent.

Call Silence/Mute Rate: Airtel, Jio, and Vodafone Idea reported 0.76 percent, 2.53 percent, and 0.88 percent respectively in 4G/5G networks.

Mean Opinion Score (MOS): The MOS results reflected high speech quality for Airtel, Jio, and Vodafone Idea.

Key Findings: Data Services

The IDT also assessed mobile data performance across download/upload speeds, latency, jitter, packet drop rate, and video streaming delays.

Download Speeds: Airtel (234 Mbps), Jio (249 Mbps), Vodafone Idea (23.82 Mbps), and MTNL (5.04 Mbps).

Upload Speeds: Airtel (31.83 Mbps), Jio (25.98 Mbps), Vodafone Idea (11.38 Mbps), and MTNL (1.68 Mbps).

Latency (50th percentile): Airtel 11.69 ms, Jio 15.18 ms, Vodafone Idea 35.03 ms, and MTNL 21.32 ms.

Hotspot Performance:

Airtel 5G download 235.46 Mbps, upload 29.93 Mbps.

Jio 5G download 291.96 Mbps, upload 28.24 Mbps.

Vodafone Idea 5G download 30.40 Mbps, upload 24.51 Mbps.

Areas Covered in Delhi Assessment

The evaluation included high-density neighborhoods such as Shalimar Bagh, Paschim Vihar, Vikaspuri, Najafgarh, Janakpuri, Dwarka, Udyog Vihar, Sarhol, Sikandarpur, and Gurugram (Sec 44 & 49). Institutional and public hotspots included Doon Public School, Guru Gobind Singh Indraprastha University, ISKCON Temple Punjabi Bagh, Lotus Valley International School, Kirti Nagar Metro Station, Vegas Mall Dwarka, and Venkateshwar Hospital.

Walk tests conducted at DLF Cyber Hub, Gurugram, and Jwala Hen Market, Paschim Vihar, captured network behavior in crowded pedestrian areas.

Conclusion

TRAI’s October 2025 IDT results indicate that Airtel and Reliance Jio continue to lead in both voice and data network performance in Delhi, particularly in 5G and 4G services. While MTNL lags in certain parameters, all operators are encouraged to address gaps in network reliability and coverage, especially in dense urban and hotspot areas. These findings provide a critical benchmark for subscribers seeking consistent mobile performance across Delhi.
