Globe Telecom’s Tech-Driven Network Excellence Powered by Ookla Data

Globe Telecom, the Philippines’ leading mobile operator, has leveraged data analytics to transform its network into one of the most consistent and high-performing in the country. Central to this achievement is Ookla’s Speedtest Intelligence, which provides granular insights into real-world user experience.

Technology-Driven Network Strategy

Globe has adopted a data-centric approach to network planning and optimization:

Consistency as a KPI: Using Ookla’s Consistency Score, Globe tracks the share of user tests meeting minimum download and upload thresholds (5 Mbps and 1 Mbps, respectively). This ensures that network improvements focus on sustained performance rather than sporadic speed peaks.

Data-Backed Investment Decisions: Globe engineers, in collaboration with Ookla’s data scientists, analyze millions of speed test samples to uncover hidden congestion points, coverage gaps, and areas requiring capacity upgrades.

Precision Capex Allocation: Region-level heatmaps allow Globe to deploy network investments strategically, maximizing impact on user experience and operational efficiency.

Achievements Enabled by Ookla Insights

Globe’s tech-led strategy has translated into measurable, market-leading improvements:

Speed and Consistency Gains: Since 2021, Globe has achieved +176 percent download speed, +101 percent upload speed, and a +16.85 percentage-point jump in Consistency Score.

Award Recognition: Globe has been recognized as the “Most Consistent Mobile Network” by Ookla for three consecutive years (as of Q1 2025), a testament to its technology-driven execution.

Targeted Network Upgrades: Analysis revealed over 200 hidden congestion sites, guiding CAPEX to where users experience the greatest benefit.

Tech Leadership and Customer Impact

By integrating Ookla’s Speedtest Intelligence into its mobile network strategy, Globe Telecom ensures that its technological advancements are directly aligned with user experience goals. From deploying network upgrades with surgical precision to validating performance improvements quarterly, Globe exemplifies how advanced analytics can power operational excellence.

Joel Agustin, Head of Service Planning and Engineering at Globe, said: “The Speedtest Verified claim from Ookla validates our technology-driven approach. By leveraging Ookla insights, we continuously innovate and invest to provide Filipinos with high-quality, consistent internet services.”

As of March 2025, Globe Telecom reported a mobile subscriber base of 61.6 million, up 5 percent from 58.8 million in March 2024, and broadband subscribers reached 1.83 million, growing from 1.72 million the previous year.

In the first half of 2025, Globe’s capital expenditures totaled ₱18.9 billion, a 33 percent decrease compared to the same period in 2024. During this period, the company built 937 new cell sites and upgraded 4,512 existing mobile sites.

The company’s capital strategy reflects a focus on optimizing investments while maintaining network quality and expanding its mobile and broadband services to meet the rising demand for data across the Philippines.

Globe Telecom’s achievements show how technology, data, and strategic investments — all powered by Ookla insights — can redefine network performance, set industry benchmarks, and deliver superior experiences to millions of users.
